In a medium saucepan combine chicken broth, carrot, celery cauliflower, and onion. Bring to boil.
Reduce heat. cover and simmer 6 to 8 minutes until vegetables are tender.
In a small bowl, combine milk, flour, and pepper and stir into broth mix.
Cook and stir till thickened and bubbly. cook and stir 1 minute more.
