Process nutmeg and fennel into powder, mix with icing sugar, sift, set aside
Cream butter, sugar, vanilla
Beat in flour a little at a time until combined
Stir in walnut, beat in eggs, then shape into balls by a tbsp
Place on un-greased sheet and bake at preheated 300 F for 18-20 mins, cool on racks
Once cookies are cooled, roll in sugar mixture
