Brown beef until no longer juice
Meanwhile, slice cabbage, onion, chilies,and bruise the garlic
Once beef is brown, stir in sliced onion, chilies, and garlic, cook for 1-2 minutes
Add in rinsed cabbage, and stir in fennel seeds, and cook for 5-8 minutes, covered, adding water if needed
Season and continue cooking until desired tenderness for the cabbage
