Beat egg whites and pour into beef, mix
Sprinkle cornstarch, mix well
Heat oil to really hot and fry beef for 1-2 (until brown), drain
Mix sugar, vinegar, beef broth, water, soy sauce, cornstarch, salt and white pepper until cornstarch dissolved
Heat a little oil in nonstick pan, add in sliced onion and orange skins, stir
Add in beef and mixture of cornstarch, keep stirring as everything will be sticky. Cook for 5 minutes longer, serve.
